The target of Org 8.3 is 24.3. I don't know if there's a policy wrt targeting older versions of auxiliary software. In the case of fixltx2 it's reasonable to only remove it from the default packages after the release of Org 8.3. Extrapolating, users of org-stable will only see that change 1-2 years from now.
