The place to document tooltip-mode, if we want to document it,
is the Emacs manual.
It is already docuemnted there, in `(emacs)Tooltips'.
So much the better.
When running under a window system, tooltips are enabled by default,
so one does not need to do anything to enable it and `M-x
tooltip-mode' normally _dis_ables it. What about the following
small patch? I can install if desired.
