In many circumstances, the whole menu is computed even when the purpose is
only to refresh the menu-bar itself. This is not really considered as
a bug, just a misfeature.
OTOH, you say that the filter is run during easy-menu-define, which sounds
very odd and would most likely be a bug. Are you sure that's what happens?
