The code I wrote relies on finding the language data file in "`aspell
config data-dir`/$LANG.dat", and finding in that file a "special"
declaration (or not, if no such declaration is needed for this
language).  All of this is documented in the aspell manual, so I guess
it's ok to rely on it.
