GNU Emacs 21.3.50 and 22.0.50 can handle this, and the font does
exist:

Is there no other reason thinkable? Does GNU Emacs 23.0.0 still
understand 'font' instead of 'fontset' in a default-frame-alist or
initial-frame-alist?
Well, the code for font handling in toltips has not changed, but
somthing else might have. I'll investigate a bit further.
