Actually, there should be a delay of 0.5 seconds, changeable via
jit-lock-context-time.

Yes, the 0.5 seconds delay from jit-lock-context-time is new. In Emacs-21,
this delay is not distinguished from the delay for stealth highlighting
(which used to be 3s but is now 16s).
