Now that I have removed it for 22 the problem has gone away. I don't
understand why this enabled the Turkish translation, but my problem, at
least, is fixed.
It did not enable the Turkish case-conversion, it just made
the Turkish case-conversion work wrong. Something else must
have enabled it, because things don't do that most of the time.
