$ echo -e '%!TEX'|file -
/dev/stdin: PostScript document text

You can replace the entry in `magic-mode-alist' if you don't like the
default:

(setq magic-mode-alist
      (remove '("%![^V]" . ps-mode) magic-mode-alist))
(add-to-list 'magic-mode-alist '("%!\n" . ps-mode))
(add-to-list 'magic-mode-alist '("%!PS-Adobe" . ps-mode))
