Since the purpose of this option is to be useful for debugging, it is
   not unreasonable to let it set debug-on-error to t.

Being useful for debugging is only one purpose for the `-D' or
`--basic-display' option.  It is used for different reasons.

Another is that people often use it simply to turn off the
icon-containing tool bar when making a test case.

Moreover, currently, `-D' or `--basic-display' does not set
debug-on-error to t.  It leaves it nil.

This seems fine to me, since it is easy to write and evaluate

    (setq debug-on-error t)
