Please submit a full bug report using "M-x report-emacs-bug". It will record the information that is missing from your report, like the OS and build options, the day it was built (and thus when you last sync'ed with the CVS), etc. FWIW, I cannot reproduce this on my system, although my last sync with CVS was 12 days ago. The fact that F10 doesn't do anything in that window is not a bug: you cannot shrink a window whose height spans the entire frame (use shrink-window-horizontally if you want to shrink the width).
