Changes were installed for encryption in allout in some specific way, using packages that aren't in Emacs rather than the support that is in Emacs, perhaps with modifications. Allout isn't actually documented and appears to duplicate the standard outline functionality except with the obsolete selective display method of ooutline.el. I can't tell you, and I wouldn't presume to. I don't understand maintenance these days. All I can say is whether things work (or did last I checked) and what bugs I know about. However, where I've made patches they may no longer apply.
