Changes were installed for encryption in allout in some specific way,
using packages that aren't in Emacs rather than the support that is in
Emacs, perhaps with modifications.  Allout isn't actually documented
and appears to duplicate the standard outline functionality except
with the obsolete selective display method of ooutline.el.  I assume
it's not widely used since it won't run (or wouldn't some time after
it was installed).

I can't tell you, and I wouldn't presume to.  I don't understand
maintenance these days.  All I can say is whether things work (or did
last I checked) and what bugs I know about.  However, where I've made
patches they may no longer apply.  I'm not now concerned about
copyright status of the stuff I've published.
