this also be done in the Emacs code?
It is. But the trouble is that, for non-preloaded files, it may be
done _after_ the custom-set-faces form is evaluated. One obvious
solution is to autoload all this put calls. People complained that
this was too expensive.
Perhaps diff-mode is preloaded, because it works, in any case.
