I then searched for the string 'jit-lock' in the DOC file.
This was the only occurrence:

  For a newer font-lock support mode with similar functionality, see
  `jit-lock-mode'.  Eventually, Lazy Lock mode will be deprecated in
  JIT Lock's favor.

The JIT lock variables were not in DOC due to a bug in
lib-src/makefile.w32-in (it missed some of the Lisp files, including
jit-lock.elc, in the make-docfile command).  I fixed it; could you
please try again?
