Please check the elisp manual where it explains what it reserved for what.
C-c is usually for major modes, but C-c <punctuation> is for minor modes
and C-c <letter> is for users. Most major modes just use C-c C-<something>.
Outline-minor-mode uses C-c @ which is OK for minor modes.
