It could be _quite_ annoying; tooltips tend to pop up more often, and
more "randomly" than normal echo-area messages.

Even when the user is intentionally invoking tooltips, it could be
very aggravating -- consider the case where the user is moving the
mouse over the mode-line to see the embedded help messages... and the
echo area keeps changing, moving the mode-line!

At the least, I think Richard's suggestion to fill the message text
(to cram as much text onto each line as possible) would be a good
start.
