I don't think the EOL format of saving a file has anything to do with
stuff we insert into it.  In particular, the first inserted file is
no more important than the next one, so we shouldn't treat the first
inserted file specially.

Perhaps we should open this feature for discussion on emacs-devel.  If
most Unix users agree that it's a good behavior, I'd agree to do the
same on Windows.
