With the complete elisp.texi it will work. Just took
that file, as you asked

To check a single texi I called `texinfo-format-buffer'
before.
To check for accuracy, the easiest way is to read the Texinfo source
code. There is no need to format it -- not for this purpose.
If you would like to format it and read it in that form,
I suggest you format the entire manual. Then you can read
just the Text chapter, if you want to.
