That is true, but nevertheless I have the impression that nowadays the
described behaviour of Drew Adams is the standard in most Guis
(e. g. Firefox, Gimp).

I personally couldn't care less (scroll-bar-mode nil). But for
somebody using scroll bars it represents a consistent, additional
visual help.
A new or casual Emacs user would expect this behaviour.
