If you do that, users will need to do more than they do now to switch
to another frame:

  . C-x 5 o
  . move mouse pointer to the other frame
  . click on the other frame

Right now, the second step is avoided because Emacs does that
automatically.  Since "C-x 5 o" is a clear sign that the user most
probably wishes to switch to the other frame, not just raise it, do we
really want this change?
