I don't know anything about Gnus, but is this sentence really right? Gnus is part of Emacs, and Emacs normally doesn't use encoded strings internally, it only encodes them when it writes them to a file or sends them to a program. Did you perhaps mean ``all group names should use characters from the mule-unicode-* character set''?
