Please be more specific.  Do you mean blind people?  Use of the mouse?  Use of
pop-up-menus?  Why is it not currently perceived to be a problem for the
minor-modes?  If mouse, then what percentage people use the menu bar without
the mouse?  I'm sure there are some but does the inconvenience outweigh the
advantage?
