Why? (I mean, it's good that you did, but Emacs should still work just fine
with lazy-lock: i.e. should not have been forced)

It does get installed. And it is autoloaded. The intention is that it be
less visible but still fully functional, so that old users can keep using it
if they feel like, but new users are unlikely to end up using it by mistake.
