Yes, in INSTALL.
I've added some text about PKG_CONFIG_PATH also.
In summary, pkg-config is a very helpful tool, but you have to get use to it.
It is indeed useful, but only as long as your installation doesn't
need to do something extraordinary.
This seems to be in line with where Gnome seems to be going, less user
customizations. Not that I agree with that philosophy.
