In any case, that is not a language, the only thing I can think of that
fits that description is the default coding system (ie Windows-1252).
Swedish is a language, not a location, so I think that is defining the
locale.
I think the problem is that the user interface for configuring this has
always been confusing in Windows, which I guess is why they keep
changing it with every release.
