The doc string says this for code `N' in `interactive: "Raw prefix arg, or if none, do like code `n'."
However, the Elisp manual says this: "The numeric prefix argument; but if there is no prefix argument, read a number as with `n'." I imagine that the latter (numeric arg) is correct, not the former (raw arg). BTW, this bug is very old: it appears in Emacs 20 also.
