If I do
C-x C-f somefile.txt RET C-x C-s
in order to create and save an empty file, Emacs replies
No changes need to be saved
and does not actually save the file, even though saving the file would
change the state on disk.
I can't reproduce it. Does it happen with 1) a more recent CVS Emacs
and 2) emacs -Q? If 1) yes and 2) no, you can probably track the bug
in your .emacs. This is most certainly bad for Emacs to do that if
nobody asked it explicitly.
I can reproduce it here (starting with emacs -Q) on w32 with CVS Emacs
from today.
