    This seems to be a limitation of the venerable mkinstalldirs program.

    I wonder how other projects handle this problem?

Is this a bug in mkinstalldirs?  Could it be fixed
without changing the interface specs of mkinstalldirs?

If so, let's just report it to the developers of mkinstalldirs.
It is not urgent that we work around the problem in Emacs
before they fix it.
