I'd be inclined to make paragraph-start match all tags (as it does
now) except the ones described as "text level" elements by the specs,
like <code> etc, because they're not paragraph breaks in the resulting
browser display.
How would you write paragraph-start to do that?
I think it is very hard, perhaps impossible.
That is why I suggest you try actually writing it.
