The docstring of push-mark says: In Transient Mark mode, activate mark if optional third arg ACTIVATE non-nil. [snip] In Transient Mark mode, this does not activate the mark.
Could it be that the second sentence is a left-over from old times when push-mark did not have the optional arg ACTIVATE? If yes, I can delete that sentence. If not, I'd much appreciate if someone could explain to me the meaning of that second sentence.
