You could turn it on in that case. And if you forgot too at first, you'd certainly go change the setting after the first 5 spams got into your Inbox.

False negatives are much preferable to false positives. I look at my Inbox everyday. I do *not* look at my Spam box everyday. That would defeat the purpose of it.
