As Chris has already pointed out:

user%domain.com@<pop host>.domain.com

again, as Chris said if % doesn't work then try $ (it always works for 
me) or some other character.

Your problem is that your POP3 server name is NOT mail.domain.com - try 
just domain.com;  i.e.  user<special character>[EMAIL PROTECTED] - if 
that does not work as your ISP what the POP3 server FQDN is (often:  
pop.domain.com  or  pop3.domain.com).
