I believe I recall that one of the former CE team members on this list had earlier said that having mail actions work on outgoing mail was a feature that was planned but didn't get implemented before Claris dropped Emailer. But, you can put an out going message in a folder (or use the little box in the upper left of the mail window) to assign it to that folder, and Emailer will send any email which is in folders (and leave it in that folder if it's not the Out Box). I regularly write my emails, select the folder I want it to be in, and then save it.
