Far as I know, that's not a problem with CE, even 1.1v3. It's a problem with Classic. The "Classic Environment" is kind of an emulator/virtual machine kind of thing. Classic Mac apps. can't access hardware (modem, ports etc) when running in Classic under OS 10. You have to manually get OS 10 to dial your modem.
