Many besides the subscriber who wrote the above have expressed the sentiment, "ISP's should stop spam" (or something similar like, "the internet should..." or "there should be a law with real teeth to...").

Should ISPs stop spam? Maybe, but maybe not.

Here's the "maybe not." I respectfully suggest that any such approach will give us things we didn't expect to come with the package, even things we most certainly do not want. IOW, the Law of Unintended Consequences becomes evident.

Please permit to expand this a bit. As soon as anyone upstream from me, my ISP or whoever, filters my email, I have relinquished to them my right to decide what I want to read. Maybe that doesn't sound to bad to you. If so, I invite you to consider the recent and present instances of Morals Police, by whatever name. (Almost without exception they claim to do what they do "for your own good.")

Well, you may ask, "can't I CHOOSE with confidence what THEY filter for me? After all, nobody is forcing this on me, I'll decide what they filter." Maybe, but maybe not.

My concern with all such "upstream filtering" is two-fold.
- Will I really know and fully understand what they are doing?
- How conscientious and adept will they be? (After all, broad brushes cover more surface in less time with fewer people.)

In other words, I don't trust them (or others either) to "do my thinking for me." Your mileage may vary.

So, is there an easy solution to the spam problem? (By the way, I certainly agree it IS a problem.) Well, many problems seem to defy EASY solution -- maybe spam is one more on that list.

My preference and my approach is straight forward -- I respect the Universal Law of Unintended Consequences so I'll do it myself with good filtering and as much creativity as my slow mind can muster. (see my sig below) Your mileage may vary.
