It can be if you initially sort on something besides date. Try and keep 
it sorted on date, unless you need another sort specifically.

My DB, about 470 MB, is changing folders under 2 seconds, usually 
intantly, in Classic 9.2.2 and OS X 10.2.1. Sometimes it takes longer, 
like what you describe, and usually this is when I'm not sorting on date. 

I have given Emailer 2.0v3 6761 K to breathe in at the moment, but under 
OS 8 I usually gave it up 18 MB, depending on what it seemed to be 
needing. I've had about 700 MB email DB at most before I backuped and 
kept only about 300 MB of lists and workrelated stuff..
