In the righthand corner of your message window there are 2 small buttons. 
 On default the little alarm button is depressed so when you close the 
window without sending the message will be queued so when the next 
connection occurs the message will be send.

When you click the little button with the pencil before you close the 
window you get a choice, now you can also save the mess as a draft. 

I don't know about a default setting to save as draft...
