Workaround #1A: Set CE to grab mail at, say, 10:06 and again at 10:16. 
Then not again until, say 10:36 and again at 10:46.  Then set OS X 
Internet Connect to disconnect after 15 minutes of non-activity.  The 
firs dialup attempt will open the connection. The 2nd one, 10 minutes 
later, will get and send your email.  15 minutes later, OS X will 
disconnect.  Then start the whole process again at 10:36.  Not elegant, 
but it works, and doesn't tie up your phone line all day, just most of 
it.  Oh, and I put an alias of the temp incoming on my dock, so I can 
check it from time to time.
