Have you added system extensions of any sorts, like when you changed to
DSL? Try and set Extensions manager to apple only extensions (full
profile) and restart. Does the DSL still work at this point? What about
the Command clicking on URLs? (if you're not Command clicking to begin
with, try that first of all).

I also have experienced this long time ago, but don't remember how I fixed it.

Also, make it a habit when asking others to give ideas on what could be
the problem, especially so with a problem of this type - that is the Mac
OS and an application not working well together - to always give your
technical data for example like this: 
Powerbook G3/266, 
192/40, 
Mac OS 9.1, 
Emailer 2.0v3 (16000k allocated), 
lately added these system extensions:
System addon1
Systemfile Blah
GreatPackage.lib
GreatPackage.num

(for the extension list just choose the newly added files in the Finder
and choose copy and then paste into Emailer)

Giving data makes it easier for the bell to ring with us oldtimers.
Version of OS and Emailer is of course usually most important.
I see in your headers though that you seem to run "Claris Emailer 2.0"
from "March 15, 1997" and not 2.0v3. Supposing this in an US version, you
do know there's an updater that is free? I think it's on Chris website
here: <ftp://ftp.mythtech.net//FTP/emailer/20v3_updater.sit> among other
places.I'm not sure if the version is at all related to your problem, but
I see few points in not upgrading to 2.0v3, though I believe some people
just recently claimed 2.0v2 had to be used for some reason, but that was
some rare cases, if I remember correctly and may not apply to your situation.
