It all harks back to a old videogame "Zero Wing" which had a very poor english translation. The intro was so bad that people really liked it, and next thing you know, it's totally out of control & a part of the (then) pop culture. Well the geek & college pop culture anyway. A quick internet search for "All your Base are belong to us" yields tons of material. Some uberGeeks made a movie of much of the sillyness, including snippits of the original videogame intro.
