It's worse than that. A friend of mine studied computing, works in computing, sincerly wishes to tame Outlook to please me and others, but after trying a few times he eventually told me he had globally abandonned any hope of even understanding what was going on under Windows anyway: even him couldn't set Outlook to reliably stick to plain text in the long run. He has IT people fixing things when they break and gave up on correcting most bogus default settings because it's too much effort, sometimes unreliable, or just inefficient. So we shouldn't expect more from bozos.
