I couldn't find an official 1.3.1 release for OS 9 on the mozilla.org website - the 1.3.1 alpha/beta directories have OS 9 binaries, but not the release directory (unless I missed it). I know there is an unofficial 1.3.1 for OS 9 available elsewhere. I'm sure you're right about 1.3.1 being the best release for OS 9 - if you still have the Mozilla 1.3.1 for OS 9 download link, please let us know.
