I selected the Service Default in the attachment window to send the 
photo, which evidently worked. 

I now have a new problem, though, which may be related. I'm now not able 
to receive attachments. The status bar shows the white box that usually 
shows the progress of the download, but it remains blank and the 
connection times out. I can retrieve the attachments by going to AOL, but 
I sure would like to avoid that.

I opened a new message window and clicked the paper clip attachment icon 
and tried to change the encoding back to Base 64, but it always defaults 
back to Service Default.

So evidently it isn't related to the encoding problem.
