With me, it seems I can send AOL attachments fine, but still can't download any.
I sent an email to an AOL tech and got a reply saying the problem is on their end and they plan on fixing it. Note that if you use OS X and Safari, if you try to go to aol.com and deal with an attachment, it also doesn't work. For me I can only either use the AOL software itself or the web in OS 9.
