Thanks to John Verity for shedding light here. Sorry my 
question was phrased in such muddle-headed fashion. The 
answer I was seeking was precisely as he wrote:

You might ask, why this (my) obvious question? The answer 
to this would be: I never before looked at the Internet 
Control Panel. The default settings just "happened" for me.
I did not know how to (re)set them.
