Could be (since you say it doesn't happen with just one recipient). But even if it isn't, you really probably don't want to be using Emailer for sending to 700 recipients. There are better solutions out there for managing large lists for bulk mailing. Nip this in the bud now and move to a correct application BEFORE it becomes too late and you later find yourself fighting to use Emailer.
