I use iPass for local dialup all over the world and it mostly works fine. 
However there are a couple of things you need to know. First do get the 
latest Mac version of the dialer: it is usually available from your ISP's 
iPass page, failing that iPass may be bullied into supplying the latest 
version, as many ISPs are behind in this.

Second, in iPass preferences switch off the auto-update feature or it 
will use up precious dialup time to update the entire database of 
international access codes, and it will do this every tiome you connect 
(a bug I have pointed out to them but which has yet to be fixed).

Third, and critically, although you can download email fine, to *send* it 
from most localities, if not all now, you need to go first to your ISP's 
outgoing iPass mail page, key in your normal username and password. This 
allows you to send mail for 30 minutes, after which it must be renewed.

To the best of my knowlege nothing further is required, including Baton 
Mail.
