Don't use "localhost", use "127.0.0.1" instead.

Since it works sometimes (presumably on its own because you said you 
can't get Baton Mail to work). That makes me wonder if POP Auth is 
working. To check this, collect your email and then immediatley upon its 
completion, attempt to send an email. If this works, then you don't need 
Baton Mail at all. You just need to remember to check email before trying 
to send it.

Its been a long time since I tried to use CE 1.x, but maybe CE 2.x will 
do what you want as well?
