I can't help other than to suggest you post full information to the Mac 
User List and include as much information as possible. Here's what I 
found:

Mac  Cleaner 1.3 was  by 2100  Software. Not to  be confused  with the
expensive program "Cleaner" by "Discreet".

On July 5, 2000, Brad Gibson of "Mac Product Watch" announced:

"2100 Software has released Cleaner 1.0, a $10 shareware  utility that
locates  and  repairs  broken  aliases   and  empty   folders,  offers
uninstallation of application, finds empty files, and more."

Version 1.3 was downloadable from (dead link):

http://www.imediasw.com/downloads/maccleaner.sit

Surprisingly, it is NOT on any MacFormat magazine cover CD.
