Alas, I have never in my life ticked the box for "compress files," so 
there is no box to untick.  :-(  If CE is talking to StuffIt, it is 
without my knowledge and without my permission!

Chris gave me the suggestion of using Apple Double instead of Base64.  I 
tried that late last night and had some luck sending some test messages, 
BUT I ALSO HAD SOME LUCK SENDING TEST MESSAGES WITH BASE64.

In other words, I've been trying to isolate conditions in which my 
problem happens consistently, but I have unable to do so.  The problem 
seems to be sporadic and utterly inconsistent.  Sometimes messages go 
out; sometimes they sit in my outbox for hours on end.   It's a mystery.

Another clue, maybe meaningless: this all began with trying to send 
jpegs. I use Graphic Convertor a lot to handle graphic files, and I 
thought I had set that as the default application for all jpegs.  But 
when I was dealing with jpegs of the snowstorm on Sunday, all jpegs 
wanted to open in Apple's Preview.  When I selected a jpeg and did a Get 
Info, I could not initially change the application to be used to open the 
file.  I had to go into Graphic Converter, open the file, and then save 
it as a Graphic Converter file.  This was strange, like Graphic Converter 
and Preview were fighting over the privilege of being my default graphic 
application.  But just to make life interesting, last night I purposely 
created some Graphic Converter-linked jpegs and send them by email, and 
then I did the same for Preview-linked jpegs.  And they ALL went out 
normally--using BOTH Base64 AND Apple Double!  (BTW, when I have been 
sending out the jpegs, I have had both Preview and Graphic Converter shut 
down; they were not open.)

Maybe it's time to let this thing rest a while.  I'm no closer to a 
solution, and I seem to be limping along with the status quo.  Thanks to 
everyone for your help.
