The mail location has nothing to do with deciding if it is going to be sent or not. The mail Queue status is what decides that. If you want something to be a draft, rather than click the Queue Message button, click the little pencil icon next to it, then the Queue Message button changes to Save As Draft. Now it will be saved as a Draft message, and will NOT send out when you send messages.
